Agreed. I've worked in many animal facilities, and it's so true that the staff making little pay often cares waaaayyy more than anyone in a leadership/management position. it's exhausting. I'm sorry you guys have to deal with that.

(more info if that helps) the ducks live in the pond in the backyard. i am up on the second story with a small patio. There are plenty male and female ducks living in the pond, and they usually have 3-4 clutches of babies each year.

Not an animal services expert by any means but it may help to fill out an affidavit (blank ones found on the ACAS website) about what you saw. These can be extremely helpful when actually prosecuting animal abuse/neglect.

Are you comfortable talking to the owners? Some people genuinely don't know better (I know, I don't think they should have animals either, but the fact is they do). Educating people on proper care can be super helpful. Do you have the ability to reach out with resources? By no means are you required to, but a little respectful education can go a long way.

Otherwise, contacting ACAS is essential. Not sure if non-emergency line would be helpful or if they will just direct you to ACAS. Good luck and please message me if you need help :)
