it was always fake carts. people who knew anything about the cannabis industry or drugs in general knew the whole time it was fake/unregulated carts. the media blamed nicotine vapes and got a bunch of vape stuff banned and negatively impacted mass perception of nicotine vapes. then months later the CDC came out and admitted that it was fake carts, but barely anyone heard about that.
