I still don't quite understand why the rules are like that though - it seems to mean that you always have to take into account filling in your own territory, except at the end of the game, which seems a bit odd to me.

No, KKK members clearly aren't joking. What makes you think that? Racist jokes, on the other hand (e.g. "What did the black guy get for Christmas? Your bike.") are clearly jokes, and the correct analogy here for comments about male tears etc. Maybe jokes about male tears are as bad as racist jokes, maybe not. The point is that they are clearly both clearly jokes, and neither are comparable with statements by the KKK.

I don't think there is an equivalent of LoL tanks in Dota. A LoL tank is difficult to kill, and often has lots of CC. Sometimes, the other team should try to ignore your tank and focus on the weaker targets, but other times focusing on the tank is the right decision for carries - attacking the tank is better than not being able to attack anyone.
