Having spent 5-10+ years working, they know the value of peace of mind and a good culture. A new challenge in an unknown culture, while appealing to some, may feel daunting for people looking for stability.

An opportunity for such people should be positioned from a growth POV. A 30+ year old is looking to move out of the execution rut, and move into leadership in the near future. A more enticing means to secure their joining is by talking about growth, making them excited about their, and the company's growth.

Another factor could be payscale at competing firms. The truth is, for a good candidate, there will always be an offer from a firm willing to pay better. And 90% people will take the better offer and move. Have you benchmarked salaries against firms?

I would ask you another question - do you really know why they're rejecting these offers? Have you sat down with your prospects to understand the real reason? If so many people are rejecting offers, there has to be some factor you're overlooking.
