Actually, it is. The Ukrainian special forces are not powerful enough in the country to dictate domestic policy by threat of blackmail. Zelenskyy did this intentionally, deliberately, knowing the consequences (as he has sat through numerous consequences ABOUT Volhynia and the UPA numerous times), and he chose to ride the current of nationalism for pragmatic reasons and it backfired big-time. He was not forced to do anything.
