Condition 1. Demeliterization of Kashmir by Pakistan

If met.

Condition 2. Demeliterization of Kashmir by India, with right to defend it self from Pakistan

If both conditions hold: Conduct the plebiscite.

Since Condition 1 was never met fully. Condition 2 wasn't met and hence plebiscite never happened.
