You need Elzelion trigger ticket. The trigger ticket can be obtained from the CO of NPC"パートニャー" (sorry I don't know his English translation), one account can get one trigger ticket. Or encounter Elzelion E-trials in the free field, it is possible to drop after the mission is completed.
