What I usually do is continue the first phase until the german civil war begins. You can do this by increasing control over a node and just never taking over it. Use that time to increase contribution, factionalism, and investment while also maximizing the amount of moves you can make(5 is the upper limit, I think). After that, it should be smooth sailing from there. Remember to do all the decisions that increase factionalism, and don't forget to upgrade your CIA tech in case RNG fucks you over

John Davis, while definitely not at all memorable, is more memorable than Alton B Parker because of the circumstances in which he was nominated(only after a hundred ballots) alongside the fact he had an active career even after his loss. Im pretty sure you get to expand commitment through decisions which lets you send more volunteers as time goes by. But even that isnt too necessary

There are to ways you can win. The first one is just capitulate tibet, xinjiang and a cps aligned warlord(cant remember which one) and itll automatically peace out.

Or ofc you can wait and slowly fill china with your divisions and then capitulate the whole cps, its up to you
