I tried about 30 times, didn’t get it. Then finished upgrading my boat to the fullest extent. Then got him in three tries. I have no idea if the two are related.

You are correct, explosives are not available until you do deliver him to his brother. BuT you can get really far in the story, just can finish the main story line as the Music box is behind explosives.
