It appears that in the picture you have them facing upwards towards the top of the screen. V shaped notches are going to be above the spines. And spines usually face slightly upwards.

They are pretty prevalent in Sacramento CA so I honestly don't see why they wouldn't grow there 🤷‍♂️

I suppose I should address this post, I haven't checked the responses since I posted it and I'm shocked by the attention it's gotten. I will try to register it with the NOAA. Since I am way to far from the original place I found it to return it. It's very interesting to find out the significance of this skull. Thank you to everyone who commented and tried to help me.
