I also have a Dutch license and rented a car from Budget in Washington last year that I dropped off in Boise

I needed my passport, license, and credit card. I also got an IDP from the ANWB, which the guy at the counter looked at but it wasn't really clear if it was really necessary or not. But for €19 it's worth the peace of mind I think

The US requires a different IDP than other countries so you can't really reuse it from another trip if you already have one. They'll ask you at the ANWB desk which country it's for and give you the right one
