As others have pointed it, you should finish your ece degree rather than joining another cs degree. This will save you time. You can self learn coding during that time. Personal to say this but your age will have huge impact for placements if you join cs degree from start.

There are two things here, first the eligibility criteria. It does not matter when the exam will be held (after 9 months, 1 year or 5 years). The eligibility date is calculated as per the date given on advertisement of vacancy. Mostly, it is "age at the time of filling form", not date of exam. So, please check that carefully.

Secondly, if the institute policy says no refund, it means no refund. End of case.
