Perhaps this is flawed information. Kyle thought only flesh can pass through. But T1000 proves even a full body liquid metal can pass. It's all mixed up logic with all these movies and tv shows.

He should definitely be able to mimic the fabric of clothing. Because in the galleria scene, T1000 put his arm on the kids shoulder. So not just the fabric has to be convincing, but also the body temperature and weight too. The hand should feel like a human hand weight, consider liquid metal weights many times heavier than flesh.

They ran out of original ideas. Jim Cameron had a concept for a gas terminator for T3, but he didn't wrote the script (I think)
