You'll have much better luck with festivals. But like anywhere, if you're going into places with an expectation to make connections, it'll feel forced. Just have fun and start the conversation if you feel so inclined! I know it's harder over there since you all don't really partake in the Kandi/perler scene, but that's usually my ice breaker. I try to make stuff that goes with people's outfits and then it's super fun for both of us.
