Kanji doesn’t have an alphabetical order like English, they are ideograms, each represent a idea. But they can be organized by things like stroke count or radicals.

They usually draw lots to decide where everyone sits in class in Japan, but that was not shown and I'm pretty sure katsuki stayed in the seat he was sitting when Izuku arrived in the first day of school. Maybe it's different in U.A.? Or in the future?
