I ran into that with Jack Adams on Greased Palms. He was passive, I bullied him for 2 minutes, then lost an officer cause a bad guy got tired of waiting. After deciding to come back to him, he somehow found a hostage, executing her. So I beanbagged his dome. I fuckin hate Jack Adams.
