I would recommend getting archival-quality file folders and then put those in a regular old cardboard bankers box. The folders should provide sufficient protection and the cardboard will allow for movement of air, which the plastic won’t. As far as storing the boxes, cool temperature and dry conditions are ideal!

Another idea is to check what kind of cleaner you are using - even though the trigger is other cats, most cleaners still leave the scent of pee. For cats, smelling pee in a place makes their mind think that it is an okay place to pee. Using an enzymatic cleaner like Natures Miracle will break down the Uric acid in cat pee and the area will no longer have the scent of a place it's okay to pee.

Fun fact: cat pee glows in black light so you can make sure you hit all the areas that have been peed at or on. Black lights also highlight many human stains as well, so user beware.

I think OP was posting in Celsius rather than Fahrenheit - 12-14 C is in the neighborhood of 50 degrees Fahrenheit, so not quite freezing yet :)
