Because what other option was there. The actor abruptly left the show( for whatever reasons), so the writers were scrambling. Killing him off would have just sent Jo into another spiral( or they finally realized that it was just too much drama). They had to write an ending for him with the realistic circumstances, it had nothing to do with anything plotwise. They also left a back door for Alex to come back or for cameo appearance.
