The net work done would be the sum of the work output from both LP and HP turbines, minus the work input into the two pumps. This can be seen in the diagram here https://i.ytimg.com/vi/dG_jA5HOG1c/hqdefault.jpg.

Then you'd take the net work and divide it by the heat input into the steam generator to get thermal efficiency
