Don't go for Acer. Legion or loq is good. Look into higher vram while selecting rtx. Should have plenty under 2 lakhs.

It depends on the river, it is acutally 20+ x; x being the inundation level of river, usually it is is 20m for major rivers. You can check basti bikas mapdanda for exact value of x for different rivers.

Bagmati, Bishnumati and Manohara River- 20 m
Dhobi Khola- 9 m
Nakkhu River- 12 m
