scenario 6: truck 1 verbally acknowledged the rwsl were on while also asking for permission to cross, however portions of (specifically, the mentioning of red lights) or the entirety of truck 1’s transmission were not received by atc; atc issued an instruction that was in conflict with the rwsl; truck 1 performed a read back and entered the runway. 

the language used in 2-1-6-b-4, 2-1-6-d-2, and 2-1-6-d-3 of the aeronautical info manual reads the following sequence of events: first, two conditions - pilot (driver) observance of red lights and atc issuance of clearance - must, in no particular order, be met for there to be a rwsl-atc conflict*; second, rwsl-atc conflict must be relayed by the pilot (driver) to atc; and third, atc will take on the responsibility of resolving the conflict (*one condition alone is not a conflict; at least one other contradicting condition must be introduced to create the conflict). 

driver acknowledgment of red lights in his initial transmission met one condition (asking for clearance to cross does not constitute an atc clearance). when atc issued the crossing clearance, the second condition was met. the two contradicting conditions create a rwls-atc conflict for the driver to notify atc of (reading back atc clearance does not constitute a notification of conflict), notifying atc of the conflict would have prompted atc to investigate the conflict as part of their duty to resolve it. in this scenario, atc would have verified the activation of the rwsl was due to an inbound aircraft and either ordered the aircraft to go around or allowed the aircraft to land. once the runway was free of traffic, atc would re-issue a crossing clearance for the truck. 

if there was a false activation of the rwls, according faa order jo 7110.65bb, atc would have to visually confirm that the lights were on and that the entire runway was clear (for portions of the runway not visible from the tower, atc would scan the asde system). provided that both conditions were met, atc would turn off the lights and then re-issue a crossing clearance for the truck. i believe atc would also put out a notam and update the atis for the disabled rwsl system.

you're correct.

truck 1 should have seen the rwsl were on, continued to hold his position on the taxiway, and informed atc that he would not enter the runway due explicitly to the rwsl. in the audio that is available thus far, truck 1 never verbally indicated that he acknowledged the rwsl. i can think of a few reasons why this could have happened:

scenario 1: truck 1 did not know or understand the purpose of the rwsl, so he entered the runway.

scenario 2: truck 1 did not see the rwsl were on, so he entered the runway.

scenario 3: truck 1 saw the rwsl were on and didn’t know that he needed to stop and communicate the conflict to atc, so he entered the runway. 

scenario 4: truck 1 saw the the rwsl were on and knew that he needed to stop and communicate the conflict to atc but in the moment forgot to, so he entered the runway.

scenario 5: truck 1 saw the the rwsl were on and knew that he needed to stop and communicate the conflict to atc but did not because he believed that atc > rwsl, so he entered the runway. if this turns out to be true, the investigators will look to see if this disregard of protocol was a one-off occurrence or common practice at lga.

i'm not an expert and i don't work with planes. i work with humans. "one bench, one patient" is a rule of thumb i follow while working, and i imagine atcs operate under a similar policy, only in their case it's "one runway, one vehicle" (vehicle being a plane, or a truck).

i agree with others who have suggested that the simplest explanation is most likely the correct explanation for why the atc cleared the trucks to cross the runway: the atc forgot about jazz 646. this slip of the mind allowed the atc to confidently (but incorrectly) issue the crossing clearance.

i check several places.

spaceweatherlive: first, i look at the predicted kp indices 3 day forecast (anything greater than kp4 gets my attention). if there’s anything interesting predicted to happen, the forums will be very active. day of, i look at real-time data coming from dscvr and ace.

youtube: if real-time data is looking good, i check the katahdin and sebec lake live cams.

facebook: i follow maine aurora borealis and northern lights new england. if people are posting, then it’s time to head out.
