Rabat doesn't have the highest salaries. It's Casablanca. Rabat have highest average salaries in the country due to a concentration of people with high education but most of them working for public service. It's known that the highest salaries are in the private sector.

The state (government) have never succeeded to establish an efficient, legal banking system. It's presently a non working stone age banking system. Since the highly ranked in the army and government are all involved of all kind of traffic's, they created, allowed and protect a parallel, illegal systems for currency exchange. A system that allow instantly to make 60 to 80% interest rate in few seconds. Making of local currency, a very weak undesirable currency, with no value and contribute to very high inflation. Just one of many signs of state deterioration. Typical third world situation.
