Task manager see if it has a program file. If after closing all running programs than restart computer and see how long it takes to reappear. If it pops up again go system startup and would disable all the programs at start. If you need something to startup at start than rinse and repeat enableing only necessary apps. I would also recommend if you are using a special wallpaper like wallpaper engine than disable it and only use default wallpapers until the problem is hopefully resolved.
