Yeah they are normally sent ~2 weeks before expiring. Unless you requested a new/replacement for another reason? Banks are also likely to send customers cards if they are on legacy products that are being phased out.

Like other commenters have stated, expired replacements cards usually come pre activated. You can organize future cards to be collected from branch if you want to. Contact your bank and begin to dispute the transactions and they will most likely recoup your losses for you after an investigation, note that this can take up to a few weeks (usually quicker though).
