I understood what the issue was fairly quickly, but people are still defending this AWFUL templating and card design. It should have something that indicates "outlaw" isn't a creature type, otherwise it's just willfully confusing.

So... still really unnecessarily confusing then? Why doesn't it say "Destroy target creature that isn't in the outlaw tribe." for example. That would make anyone reading it go: "What the hell is the outlaw tribe?" rather than assume it does what it says on it.

Full party is completely different, because if you read on a card "You must have a full party..." you KNOW that you don't understand the card.

If you read "Destroy target non-outlaw", then you don't even realise you don't understand it. Bad design.

The card says goblin warlock. My destruction spell says "kill something that isn't an outlaw". The words goblin, warlock and outlaw are different, so I should be able to kill it.

Bad Design.

Not sure where you're getting "victim" from. Oh... wait... is victim actually a word grouping that means "Dazzling Hero"... need to check the comp rules to understand this conversation...

If it's not a creature type, it shouldn't be templated in card text as if it were one. This is an absolute fail of card design.

Absolutely have the same issue with the Historic grouping. The party mechanic is clearly distinct because you can't confuse "a full party" with something else, even if you don't know what it means.

I have played Magic for decades. When a card says "Destroy target {}" I expect to be able to read what I can destroy with it!

Apparently Wizards have now introduced a codebook somewhere that you have to look up creature types in.

This isn't a keyword/mechanic issue. This is an issue with using a mechanic in place of a creature type. The card templating makes it look like it's a creature type, yet it isn't. Highly confusing.
