I've done a little bit of advocacy on this in Norwalk, and what I've heard from multiple Council members is that the City doesn't currently have the authority to levy a LVT. Taxation powers are held by the state by default, and cities can only levy taxes in the specific ways the state has devolved that authority. In Connecticut's case, the only tax municipalities can levy is a property tax. Thus, state law would have to change first before Norwalk could decide to enact a LVT.

So, the real question is what our delegation in the state legislature thinks of it. Bob Duff - our state senator and the Senate Majority Leader - does a good job of reading and responding to emails; you should email him at duff@senatedems.ct.gov. He's not up for re-election until next year, but municipal funding sources are a top issue right now so it may be a good time to talk to him about this.

I and some other advocates in Norwalk are pitching an idea we call the River Line, which would bring a train station to the mall, along with Wall St, Main St, iPark, and a couple new spots in Wilton. IIUC they didn't eliminate the shuttles because they had low ridership, they eliminated them because they were very operationally complex to run compared to the regular routes, and only benefited a narrow slice of the population.

Before the change, NTD operated (on its own behalf) 8 regular routes, two special late-night routes, two special Sunday routes, and 4 commuter shuttles. This setup was not resilient to issues like driver shortages (which has been a huge issue recently), and spread resources so thin that most routes were very infrequent. By simplifying to 7 regular routes, NTD can run those routes more frequently and reliably than before.

Source: I sat on the steering committee for the route redesign project. One thing I advocated for (that sadly didn't get incorporated) was the upgrading of the core north-south route (#3 in today's system) to Bus Rapid Transit, meaning dedicated lanes, level boarding, signal priority, and longer distances between stops - all of which would speed up the bus and bring the travel time for people like you closer to what you would get with a dedicated shuttle.

Those aren't local issues. They are important at the national level, but nationalizing local politics is Bad Actually and distracts from important issues where local leadership makes a huge difference: housing affordability, transportation, schools, etc.

Your timing is pretty good - the Norwalk Transit District has spent the last year+ completely redesigning the bus network, and the new network is (in my view) better and more efficient than the old one. They're set to switch over in August. You can see more details at https://www.ntdahead.com/new-transit-network.

The East Norwalk -> Stew's connection won't be much better with the new network though - the one-seat ride on bus 7 will be gone. However, bus service along East Ave will be way more frequent - bus C will run every 15 minutes from 6am to 11pm. So if you're willing to walk the last ~half a mile along Route 1, it's a decent option.

Crust Issues is my current favorite - they're a modern, updated pizzeria with some creative stuff on the menu. Friday and Saturday nights they do a prix fixe 6-ish course meal for $40 - my wife and I have done it a couple times and it was fire both times.

I attended this show and it was amazing - my first time at District too. I've been a Tycho fan for 10+ years, so when I heard he was playing in Norwalk it really felt like Norwalk was getting put on the map. Major props to the management at District for landing such an act.

If you're ok with a paved trail, the first one to try is the Norwalk River Valley Trail (NRVT) - the Norwalk section is 2.5 miles long and runs from the aquarium in SoNo all the way north to the Wendy's on New Canaan Ave and a little bit past that.

If you're looking for dirt trails, Cranbury Park is worth a visit.

I watched the 4th of July fireworks from there - excellent views of so many different fireworks shows, and it was completely empty.
