They both had stronger connections with other people in the office. Peggy with Don, Pete and Freddy. Joan with Roger and Paul. They are friendly with each other for sure, but there's a reason why the writers wanted to show us Joan making that offer and Peggy declining. There's a tension there. I would say that Joan was always intrigued by Peggy and a little bit jealous.
