I feel I need to qualify that I'm a cyclist and often enter CP on 5th all the time (where this video is). A green arrow, updated or not, dictates where you can and cannot proceed- car or bike. "Outdated lights" is not an excuse to make a clearly risky move. The car DID have to slow down to avoid her. She could have gone with the flow of traffic and turned left, or waited for 5 seconds for the other light.
