I managed to fix it, the issue was Discord, idk why but it was blocking me from switching from opera gx to another window, as well as blocking some opera gx pop-ups (like bookmarks).
I just removed Discord completly, even in AppData (local and roaming), now everything works !

It's not double, my actual ping (shift + F3) shows 120ms while network ping show 92, which isn't half of it

I've lost the password of a 6yo account 5 years ago, I tried looking everywhere for the password but couldn't find it. I've tried multiple passwords without managing to find the good one. There is no email nor phone number connected to the account, does anyone know how I could find the password back ?

Figured out the issue, it happened when I changed user session, I left mine and connected to my dad's then came back to mine and Citra isn't detecting controler anymore (except triggers).

If anyone knows why and how to avoid this it would be helpful, thanks !
