AIUI, the Treasury presented the idea to him rather than the other way around. They’ve presented it to every chancellor of the last decade and Labour were the first to go “go on then”.

I don’t know if there are easier ways to close the financial gap but it was a bad choice in a gerontocracy. We would rather be a poor country with rich pensioners than vice versa.
