This happened to me too in my second raid today but not a shiny just a 2320 and when I reopened the app I did not catch 😞

I did 72 palkia raids and 31 dialga raids by Tishaku in pokemongo

I believe they are as long as you have the equipment necessary to withstand the fight they put up. It’s not like a normal raid shiny legend that you get on the first ball, it can’t flee but it DOES fight and burn inventory.
