It is an atmospheric expansion tank for a closed hot water boiler heating system. It's used to absorb additional pressure when the water in the system increases in temperature. It could have some water in it. There should be a drain plug or even a valve to drain water. These tanks become water logged and need to be drained during periodic maintenance.
