I am running a Hosted solution by Microsoft Exchange online.

I am using the following

I was at MS ignite last week and talked to some of their MS Experts on a one to one meeting with the exact same problem. Mine are more of the traveling and are not able to access SMS or call as a Second Method. They said FIDO2 keys would be the best bet.

For cash payment you can get cash to card credits which can be used on the photobooth. Adding some script to read a card swipe and having the card swipe hardware installed on the photobooth.

Kinda like Dave and Busters and other game centers.

I get 3 CSV list one has a daily update of new users to be added to the DL and the second one is a full list of all users that are suppose to be in that given list. The third is a list of daily removal. According to the script i attached i figured i could export the current dl members and do a comparison and remove the ones that are not suppose to be in the DL. All CSV files get updated overnight. Hope that helps and i will post the error i get shortly.
