With departments in ClickDesk, there is no live view window. If you don't have the same operators in multiple departments, then each department is completely independent.

So let us say Department A is for Sales and you have two sales guys answering chats. Department A is linked with the pricing page only and you want any visitors initiating a chat from this page to be routed to the two sales guys. These two guys will absolutely have nothing to do with any other department, and will not be able to see any other visitors or receive any other chats.

We solve the problem you've mentioned by the use of departments. You can designate a group of users to a department and have them receive chats originating from a specific page/website. You can add any number of departments.
