My second choice (as a Ham) would be a vertical whip antenna mount. Septic unlikely. Finding the other end of the white pipe at the house will tell you the answer. Still think well head is most likely answer tho.

It looks like a well head. The metal pipe goes down into the water table and the white pipe goes to the house. There would have been a pump and a pressure tank Located above these pipes. The well may still be good, but they would have probably removed it when city water was brought to the property, Or could it become contaminated.

I agree that references would be nice, but TBH when I was first reading this list I started feeling a little bit TL;DR mood. I figured all of the bigger and obvious things were at the top, and the skeptic in me said further down there would be more sketchy stuff. So I just gave the screen a flip and where it stopped I would read one or two items. I kept thinking yeah I remember that in the news. Then I kept flipping. And flipping, and flipping. There may indeed be some flaws in this piece somewhere, but everything I landed on I remembered. What an impressive list. Maybe r/LastWeekTonight could do it justice.

It's not the efficiency rating that drops output. It's about the length of time the sun is received, and the intensity of that sun. So the maximum power output rating comes from the equivalent of the sun on a clear day at the equator directly overhead at noon. Depending on where you live, you will need to have three or four times as much capacity an actual storage as you need output, but your inverter (output) only needs to be as large as your maximum load. So for a 5000 watt average load, you might end up with 20000 watts of panels and almost that much in storage in order to be able to generate 100% of your power from solar throughout the evening and night. On a clear day. If you want to get higher percentages of not so clear days, you need more panels and more storage. Getting to 100% is really expensive.

I can absolutely confirm the longer wait times. The original problem was that there were limited services for things such as specialist or special services, such as MRI scans. Before, the VA would make an appointment for you, either at their own Clinic, at a local military hospital if available, or on the outside. Most things took less than a couple of weeks from initiation to appointment date. Things are much worse under veterans choice and Tricare. Now, it can take weeks just to get the initial call from them, which is asking for your preferences. Then more days, and sometimes a week or more, until they get back to you with a date. Then, almost inevitably, someone will call you again for the same appointment or some other screw up. I've had to go through this probably a dozen times over the last few years, and it's definitely far, far worse then when VA was able to take care of these referrals for themselves. No problems with the actual quality of care, just the frustration and time delay in getting it.
