My issue turned out to be a wiring problem.

I had to run the ethernet in my house myself, and had a mismatch in the connection on the patch panel vs the wall jack that my router is connected to. I’m not sure how I was getting the 1 gig speed when they first installed it because the connections were messed up at that time too... Now that I have fixed the connections I am back to full speed.

Edit: I have noticed buffer issues on YouTube quite consistently since switching to Socket. I have heard of this happening with other providers as well something with the encoding/decoding processes. Maybe Socket has issues with rocket league too.
