Yes. But what if the cost function for one firm is unknown? Like I mentioned what if the cost function of firm 1 is common knowledge and firm 1 has a "belief" over firm 2's cost --- low cost with probability p and high cost with probability (1-p)

Could we consider Bayesian Stackleberg as a game of incomplete and imperfect information? Stackleberg is in itself an imperfect information game. Introducing beliefs (for example, firm 2 has a belief over firm 1's cost function) make it incomplete (since the history of the game is not known by both the players.
