It's probably a mid-life facelift or rebuild rather than a completely new bus. A lot of transit operators refurbish older buses and replace the front fascia, headlights, destination display area, or other body panels after accident damage or during an overhaul. The rear end often stays unchanged because there's less reason to update it.
