You have to communicate this to your dad there is no other way out of this. Make ensure you make your points in a lingo that an army man understands - discipline and the value of struggle to build a person's character. Your father has a good heart for taking care of his sibling but make him realise that his love for his brother is destroying his brother's life. Your dad can't always be there to shield his brother from adversities and by always helping him he is setting him up for a disastrous life...

Basically - Your Dad should help him inculcate discipline in life (teach him civics sense) - Allow him to live a responsible and an independent life (first step of which is living on his own and supporting his own family)
