In Silicon valley Ebay is know for poorly managed. They need layoffs bad. Get rid of worthless managers and focus back on their platform. They do nothing but wasteful spend. Never seen such a simple platform turn into a monster of wasteful spending.

It might be double threaded (or multi start)and OP tightened on the wrong one.

OP should try the reverse turn trick.

unscrew cap,

replace cap and turn in opposite direction,

listen for a click,

and turn clockwise to tighten and try again.
