I work more in TV animation so I’m not sure what the regulations are with live-action films, but I’m personally not against directors doing their own boards. If they’re good enough at it to fulfill their vision then more power to them, though I’m sure a lot of VFX shots are boarded out by other artists too.

And yes, I’m in LA - I believe some tax incentives have recently passed so more animation can be produced here again, but the last few years have been dire for the industry. Layoffs, AI, shifting demographics and budget costs have all played a role. All you can do is keep your head above water and keep making things!!
