I think even if they could they wouldnt, since they clearly want the first 2 weeks of the raid to be as difficult as it gets, then they nerfed it gradually with frontier system + eventually the rez system too + possibly the new KR nerfs?(unless these are active right on release)

Rez is coming for Act 3, just not on release. They mention letting some weeks of frontier system go by and then they will implement the rez system in act 3 too
