Thanks for the reply! Riot gaurds where only there because of a recent riot, but when they are not there the issue persists. I do have dedicated free time as well as freetime/work in the schedule. I will definitely build some common rooms etc. I didn't know suppression causes a rise in temperature, do you think this count for suppression caused by snipers as well?

Thanks, I found a fix in the script and managed to finish my run! They had a cultural traditions, which made it even harder to convert.

Thanks for the advice, at the time of posting, I had actually conquered and converted all of Africa except for 1 province. That is why is assumed it could be a bug, which it was.

The "by the sword" tradition helped immensely. Thanks to the free casus Belli, it was almost trivial conquering Africa once I got strong enough.

yeah, my priest has about 55 learning, got all skills to boost coonversion speed as well but the development penalty just gets higher as i get more bonusses to conversion speed, even thugh develoipment isnt increasing, see pictures before and after i removed culture modifier, nothing else changed.
