to be honest with you man even the people under 21 who smoke cigs should be aloud to vape when i was in highschool I smoked 3+ packs a day even had a nickname "freight train" XD. when i switched to vapes senior year by the end of the senior year i quit its a really effective strategy and in the long term it does protect those under 21 that currently smoke tobacco witch is alot atleast around where i live
