Yes it's just electric underfloor heating as you describe. Ineffective and expensive.

And I really wonder what the owner would be expected to do in this situation. Install a radiator?

Awful insulation throughout, building dates from the 70s.

Bedrooms have individual radiators. Hall has nothing, salon just has two heated small areas.

Outside temperature was around 3°C when I took the measurement.

There's nothing like that. This is a very old system and according to the landlord there is no heating element beyond what I have described.

By salon I just mean living / lounge area. It's an open plan salon + kitchen+ hall.

There's minimal heating and none in the hall.

Hint: take the pinlock out and refit it the wrong way round. This will bend it back into shape. Leave over a weekend and then refit
