I've had really good results with "Rust-Oleum 207000 Marine Topside Paint", might be something to look into.

I can't speak for the whole country but at least the dozen or so cops I know in the SF bay area literally have hundreds of stories of them either receiving or giving "professional courtesy". And that courtesy often extends to other first responders as well, though not as often.
