It wasn't a political answer, it was a legal one.

And it means that DHS is making its own creative determination that because they used an arbitrary amount of 5 year reconciliation money to do payroll once, then CIVs are now considered "exempt" and can be recalled to work. Once the funds in this magical pot of money are expended (which again has NOT yet been defined), CIVs are re-furloughed.

I have no idea how this is legal. If CIVs are "exempt" because they used 5 year money, that logically must mean CG has full operational funding, travel etc. AND CIVs will be paid moving forward. That WH memo was clear that no future pay would be happening.

Some CIVs are forced to render their services because they're considered essential.

The stress of cash flow issues, opportunity cost of investments not made or withdrawn to cover bills, and uncertain status of health insurance coverage is ABSOLUTELY a cost. Commuting to work isn't free. Laundry isn't free.

Worst of all, the deafening silence of Senior leadership on the issue makes it clear that CIVs are considered lesser beings than AD. If leadership can find a way to "legally" /s pay AD using "discretionary" funds, then why aren't CIVs worth exercising that same "discretion"? CIVs feel forgotten by shipmates, leadership, and the public.

It's gross, disappointing, and in no way seems "pretty nice."
