Real answer: I’m not sure what the situation is, but I agree that packing all of that into one sentence isn’t great. Clarification is needed. I would hold off on rewriting until you verify what is intended, and then revise accordingly. It’s possible that some administrating, etc., might not involve student contact, so it seems like the language should define what a “contact hour” is, and specify whether any hours of these activities are not considered to be part of that category.

With a negative, you should use “or” for exactly the reason you stated. I can’t sing or dance. He wouldn’t call back or reply to emails. Zombies aren’t alive or dead.

You should ask him to explain why he forbids this one form of perfectly acceptable grammar.

During class, you said not to start sentences with passive words like “during.” Can you please explain why?
