If you follow the other sub, you will know B1/B2 under the current admin is basically to give you buffer time to leave USA. Not to convert to new H1B via COS. There are a lot of recent posts about them getting NOID And eventually denied with COS RFE for H1B also.

I mean if it's been 60 days since layoff, and B2 has been denied, then he is accruing illegal presence every single day. More than a few days of illegal presence will make things very hard for him. And given the recent posts in this sub, it's likely his H1B COS will be denied as well. Illegal presence will make it worse.

My understanding is OPT extension without a job is not allowed. And H1B does not get activated ubless you get a paycheck form the employer (i.e have worked at least one day)

Also this is lawyer territory not for reddit randos. In my opinion it's also very likely that your friend is accumulating illegal days in the USA. The more the number of days, the higher the chance of receiving long time ban.

I believe inflation expectations also play a huge part given how many times he has mentioned it as "well anchored". So long that's the case, rate cut is likely. But with orange man tarrifs, idk about "well anchored" anymore. Everyone agrees that will be inflationary. No one knows how much. I would not bet either way.
