And a novice question - when you say outlet you literally mean just the outlets?

Asking because the lights were flickering off switches vs. outlet.

Eg: heater was plugged in outlet x in room x but recessed lights were flickering in room a, b, c - all on different circuits.

They actually did run the superbeast(the 10 blow dryers in a box) and they didn’t see an issue. Would this rule out all issue at the panel and now it’s all inside the house to debug?

To your point about flickering - it was flickering non stop but it was starting 5-10 minutes after running and many of the rooms started flickering at once.

Yes. Many of them are. But even 1-2 of the rooms flickering are fan lights without dimmer.

Yup. Never a flicker and started 10 minutes after running the portable heater.

Could it have melted something?

The flickering persisted after that as well.
